With all due respect to Dave, doesn't having the shock pump connected while measuring sag effectively increase the volume of air in the shock? I'm pretty sure that if he disconnected the pump and measured the sag again at the same pressure, it would be less than 30%.

Yes in theory, but the volume of the air in the hose of the shock pump is so small relative to the volume of the shock that it won't be enough to considerably change the compressed psi of the shock. The shock is only compressing 30 % so at that point in the stroke it's not getting to the point where the pressure is rising as quickly vs the end of the stoke where the added volume would have a greater impact.
The more important thing is to be consistent in how you measure and make your adjustment so that your settings can have relevance to one another.
