@DirtBagTim:Yes, your feet may move closer to the front of the bike but to do that it moves the weight of your feet and legs forward around the crank spindle. To counter that you need to move your hips marginally rearwards. So it actually probably has the effect of slightly lengthening reach with your hips further back.
Agreed it does effectively slacken the seat tube angle when seated.

No it doesn't. You are still balanced around your crank spindle. It does effectively lengthen your crank arms when they are in a level position though.
