Yep a krylon matte finish probably a whole can and a half worth of multiple hot coats... If it scratches steel wool and a touch up blast here and there makes quick work of keeping it tidy!

 What does hot coats mean?

 Instead of waiting recomended dry time between coats which you should sand in between with a 3/M pad you can build up with a chemical bond which is a 2nd,3rd etc etc coats after its tacky to the touch or mostly dry... I do them about every 20 min and build up essentially a thick single coat.

 I think the end result looks super duper swell. I had a kona steely for a while and it was raw like this. you could see the braze-on filler material too. It started to rust a bit and kona said that was normal but I wasn't used to that so I sold it. So much discussion of rust on steel bikes that I think that a little patina would be fine. Maybe a little TLC every couple of years? I just know that colour coatings don't hold up well to abuse unless it's anodized. No anodizing for steel though. Raw might be that way to go one of these days. Looks great. Maybe some simple black or white stickers on there. mmm hmmmm
