Russia Receives 4 Year Ban, Excluded from 2020 Olympics Amid Doping Scandal

The World Anti-Doping Agency's (WADA) Executive Committee unanimously endorsed the recommendation made by the independent Compliance Review Committee that the Russian Anti-Doping Agency (RUSADA) be declared non-compliant with the World Anti-Doping Code for a period of four years.

Sir Craig Reedie, president of the WADA stated, "The ExCo’s strong decision today shows WADA’s determination to act resolutely in the face of the Russian doping crisis, thanks to the Agency’s robust investigatory capability, the vision of the CRC, and WADA’s recently acquired ability to recommend meaningful sanctions via the Compliance Standard which entered into effect in April 2018. Combined, these strengths have enabled the ExCo to make the right decisions at the right time.

"For too long, Russian doping has detracted from clean sport. The blatant breach by the Russian authorities of RUSADA’s reinstatement conditions, approved by the ExCo in September 2018, demanded a robust response. That is exactly what has been delivered today. Russia was afforded every opportunity to get its house in order and re-join the global anti-doping community for the good of its athletes and of the integrity of sport, but it chose instead to continue in its stance of deception and denial. As a result, the WADA ExCo has responded in the strongest possible terms, while protecting the rights of Russian athletes that can prove that they were not involved and did not benefit from these fraudulent acts."

The decision handed down will not allow Russia as a country to compete in major sporting events such as World Cups, World Championships, or the Olympics. The decision comes after Russia's anti-doping agency (RUSADA) was declared non-compliant over manipulating lab test results in January 2019.

The statement goes on to list a series of consequences. It can be read, in full, on the WADA's website.

How this impacts Russian cycling athletes is not yet clear, but according to the statement, athletes in cycling events, which include cross-country, BMX, road, and track, can compete as individuals not under a national banner proven they can show they were not involved in doping issues in any way.

Russia has fielded strong MTB athletes in the past and there are a number of elite and junior racers who could race in Tokyo. Irina Kalentieva won the 2007 and 2009 World Championships and took a bronze medal in Beijing, however, she announced her retirement at the end of this past season so she is unlikely to be at the start line. Anton Sintsov, another Russian athlete, is currently ranked 22nd in UCI men's elite rankings.

We reached out to Anton to see how this announcement could impact him. He had this to say:

Jonathan Taylor, Chair of the WADA Compliance Review Committee, states, "If an athlete from Russia can prove they were not involved in the institutionalized doping programme, that their data were not part of the manipulation, that they were subject to adequate testing prior to the event in question, and that they fulfill any other strict conditions to be determined, they will be allowed to compete. This avoids punishing the innocent and instead stands up for the rights of clean athletes everywhere."

 Unpopular counterpoint...We all know how bad doping was in the early 2000's...in most sports. Today cyclists get tired after huge stage efforts, no one man early break beats the peleton by minutes, and winning stage times are 30-60 minutes longer than in the heyday. Its surely not perfect now but its definitely better. Kudo's to this instance of WADA's attempt to level the playing field. Hopefully enforcement continues progressing to the point where we can watch sports again with minimal cynicism.

 So when the documentary "Icarus" exposed Russian doping on a national level for years and especially for the Sochi 2014 Winter Olympics they said Russia would be banned for the Rio Summer Olympics.  This doesn‘t change anything now. It is basically the same as in Rio just that they are not allowed to wear the Russian jersey. They are allowed to compete as „Olympic atheletes from Russia“ in Tokyo.
Even though there were so many bans and scandals I competed against Russians wearing the Russian jersey at the European Games....
Letting Jamaicans, US Americans and Russians start and not testing as hard in other countries is dumb and destroys every sport!

History has proven that willingness to cheat doesn't know boundaries on a map. If athletes and their coaches believe they can get around the testing, there will always be some who will exercise that option regardless of what flag they are competing under.

You can't compete at that level without that kind of support. And you just have to trust that what you're being given is good and fair. I doubt any olympic athlete is able to prove, independent of what their national sports organisation tells them, that they have not ingested forbidden substances. I honestly doubt any olympic athlete from any country can do that. So this appendix to that article is pretty pointless. They probably had to make that provision but no athlete is in a position to prove that they are "clean". And especially the bit "... and that they fulfill any other strict conditions to be determined, ..." is as vague as can be.

I quit caring about the olympics (and the politics and offensive bullshit behind it) a long time ago. But I realize it is important for these athletes and seeing your lifework being smashed to shit like this must be unsettling.

 Its a shame that clean athletes could be caught up in this and have a punishment handed against them that they dont deserve. That being said, the breadth and depth of doping use by Russia is ridiculous and almost unmeasurable it seems so there has to be commensurate consequences. I cant comprehend the kind of pressure or bullshit put on Russian athletes by their government to do stuff they potentially don't want to do, just so they are allowed to compete. But hopefully....this will incentivise those clean athletes to start putting real pressure on their governing bodies to clean their shit up, otherwise they will potentially lose the best years of their careers and future athletes may have no championship career to speak of. This is just a fantasy view, but crazier things have happened before.

 I think the difference here is that the US incidents were isolated and carried out at the behest of the athlete, and in Russia the government was administering and/or forcing a cheating program and trying to cover it up at a federal level.

 The article seems to indicate it has to do with the Russian testing organization that's responsible for oversight of their athletes and enforcement of anti-doping rules was out of compliance and/or assisting in cover-ups, not because athletes doped.

When it's a single athlete, like those you mention, yea it sucks, but it's an isolated issue. When it's an entity covering testing of the entire country that is manipulating results, it's corruption.

 @samdeatley: There's nothing 'isolated' about pro athletes cheating. It's ingrained into sports at all levels where millions of dollars are on the line. The UCI knew cyclists were doping. But they weren't going to stop the gravy train of ad dollars during a huge peak in cycling interest. The NFL, MLB, NHL, etc, have covered up cheating for decades. Twenty years ago Mark McGuire and Sammy Sosa saved baseball with their homerun slugfest. Their steroid use was concealed until after the dollars were counted.

Again, wrong is wrong. Saying that a country sponsored cheating, while another country had individual athletes cheating doesn't make one any more right than the other.

 It might seem unreasonable but Im irritated by the ability of Russian athletes who didnt test postive being able to compete as 'Olympic Athletes of Russia'. In a state sponsored doping situation where you are part of a sporting federation that forced athletes to dope uniformly, just because you didnt test positive doesnt make you innocent, it just means you didnt get caught. If you were part of the sporting federation you should be taking the ban like everyone else. Still no commentary on stripping athletes of their medals won under doping over the last 50 odd years either! I think its a weak response, likely to get weakened further.

 Yep, lets ban all UK athletes! Just in case they doped, but did not get caught.. and make them prove they didnt dope.

You realise that most serious russian athletes competed in international events, where they were tested by the country event-organizer?

 @Ian713: Theres enough evidence out there from Russian atheltes themselves which point to all international athletes being forced to dope by the government. On the basis of the precautionary principle it would make more sense to not have any athlete compete from a federation involved in state sponsored doping.

I was pointing out its a weak response. And based on precedent is going to get weaker.

Its got nothing to do with Russians so take your lame wokeness and weak finger pointing about racism elsewhere.

The main malfunction you seem incapable of grasping is how thoroughly corrupt sport is and has been for the longest time. If you want to tell yourself fairy tales of GBR, USA, China and every other country not having networks established to get the best juice to their athletes then go back to your regularly scheduled programming.
