14tt free wheel work with 39 and yout 28 t spocket will work with a 10 t spocket

depending on your wheel, im not a an expert on freewheels but they may make size 10t freewheels(20$ maybe), if you cant find any then it would mean a new hub(150-200$). these are estimated US prices.

They don't go that low, the smallest freewheel on the market is a 12t DK.
Yeah like the other guy said the smallest freewheel is a 12t, most commonly a 13t though. You could put a 28t sprocket on, but you'd go almost no where, because the gear ratio would be all screwed up. If you want to run a smaller ratior (28-10) you'd have to get a cassette hub and those definitely aren't cheap. Hope that helped
