I think 661 still makes a few under a c-note. Not sure the model that I have, but it is comfortable. I had a brother that sports an Oneil lid that wasn't over $100. His was nice for the price as well.

The Bell sanction is a good helmet under for under $100. 661 comp would be a second choice.

If you can find the bell drop or giro remedy off price, they are the best value helmets at $130.
